  1. Upon the presidential Decree no. 326 for the year 1997 for establishing “The Electric Utility and Consumer Protection Regulatory Agency”.
  2. On year 2000 and upon the presidential Decree  no. 339 for reorganizing “The Electric Utility & Consumer Protection Regulatory Agency” defining its facilities and Board of Directors.
  3. Board of Directors was formed in January 2001 .
  4. An executive manager post has been declamed, which include all the principals and procedures of selection.
  5. In 5th of may, 2001 The cabient decree no 605 (2001) has beed release and appointed dr. Mohamed El-Sobky as the first executive director for agency for 5 years.

Managing Directors

Dr. Eng. Hafez Abdel-Aal Elsalamawy: Assigned as the Managing Director of the Egyptian Electric Utility and Consumer Protection Regulatory Agency according to the prime minister decree no.2275 of the year 2006 from 21/12/2006, assignment was renewed according to the prime minister decree no.3412 of the year 2008 from 10/12/2008.

Eng. Abdel Rahman Salah Eldin: Assigned as the Managing Director of the Egyptian Electric Utility and Consumer Protection Regulatory Agency from 14/5/2006 till 21/12/2006 according to the ministerial decree no. 226 dated 14/5/2006.

Dr. Mohamed Salah El Sobki: Assigned as the first Managing Director of the Egyptian Electric Utility and Consumer Protection Regulatory Agency from 11/5/2001 to 13/5/2006 according to the prime Minister decree no. 605 of the year 2001.

Authorities & ActivitiesAgency Resources

The Agency shall undertake all powers necessary to achieve its aims, including in particular the following:

  1. Ensuring that all activities of electric power generation, transmission, distribution, and sale, are carried out in compliance with the laws and regulations in effect in the Arab Republic of Egypt, especially those relating to environmental protection.
  2. Reviewing regularly the plans prepared for the electric power consumption, production, transmission and distribution, including the investments necessary for such plans, in order to ensure availability of power for various usages in conformity with government policy.
  3. Setting regulation that ensure lawful competition in the field of electric power production and distribution in the best interests of the consumer.
  4. Making sure that the costs of power production, transmission, distribution guarantee the interests of all parties involved in these activities.
  5. Ensuring the realization of a fair return to the electric Utilities to ensure the continuity of the activities and sound financial position thereof.
  6. Reviewing the policies and procedures of the National Energy Control Center to ensure compliance with the optimum operation standards and technical performance levels in coordination with the Egyptian Electricity Holding Company frame work and in the best interest of all parties within the Electric Utility.
  7. Following up on the availability of technical, financial and economic capabilities for the Electric Utility.
  8. Ensuring the quality of the technical and administrative services provided by the Electric Utility to the consumers.
  9. Publishing such information, reports, and recommendations that assist the Electric Utility and the consumers to be aware of their rights and responsibilities and of the role played by the agency for the electric utility with full transparency.
  10. Investigating consumer's complaints to ensure protection of their interests and settlements of any disputes that may arise among the parties involved in the activity.
  11. Issuing licenses for the construction, management, operation, and maintenance of the electric power generation, transmission, distribution, and sale projects.
