Dr.Mohamed Mousa Omran
Despite the great challenges that Egypt faced in providing energy during the previous period, the electricity sector, with the support of the political leadership and the leadership of Dr. Mohamed Shaker Al-Marqabi, was able to take a number of decisions, initiatives and reform policies for the energy transformation in order to secure and sustain electrical energy supplies, improve the efficiency usage, and open the markets to Private sector investments in the field of conventional and renewable energy, smart grids and electrical interconnection, in addition to enhancing transparency and implementing the governance system. One of the most important accomplishments of these policies was adding about 28 thousand megawatts since 2014, which contributed in the final elimination of the frequent power cuts crisis and the achievement of a safe reserve of electrical energy.
In the context of benefiting from Egypt’s natural wealth, especially the renewable energy sources, the Energy Strategy has been developed in Egypt until 2035, which includes maximizing the participation of renewable energy in the energy mix to reach about 42% in 2035. The electricity sector is currently in the phase of raising the efficiency of electricity networks through an integrated plan to improve and develop electricity transmission as well as distribution networks and smart meters.
The Egyptian Electric Utility and Consumer Protection Regulatory Agency, is mandated to organize, follow up and monitor all electricity activities; generation, transmission, distribution and consumption, in a manner to maintain the sustainability and continuity of electricity to meet the various uses at affordable prices while preserving the environment, taking into account the interests of consumers of electric energy, to achieve the vision of the Egypt Energy Strategy 2035 to develop the energy sector in general and EgyptERA in particular.
In order to meet all the requirements of sustainable national development from energy resources and to maximize the use of its various sources (conventional and renewable), EgyptERA works on to fulfil all the responsibilities and activities approved by the Electricity Law to achieve the objectives of the energy strategy, the most important mandate is setting the plans, developing programs, rules and management methods that are relevant to its activity and determining the guidelines and general regulations which the parties should follow, to which guarantees their interests and the consumers interests and promotes free competition. Setting the economic rules and foundations for calculating the tariff for selling electricity to non- eligible customers and the prices of electricity exchange in the regulated market and for the use of the transmission and distribution networks in an equality, justice and transparency that will be announced by the Regulatory.
The Egyptian Electric Utility and Consumer Protection Regulatory Agency also publishes information, reports and recommendations that help the electricity utility and consumers know their rights and obligations. One of the most important tasks of the agency is also to review the investment plans in the field of generation, transmission and distribution of electricity, in coordination with the concerned authorities, and to verify the security of electricity supply to consumers by setting the foundations for technical quality and standard measures for the provision of various electricity services.
